Biography

Dr Frederick Levy is an Associate Director within KPMG’s Major Projects Advisory Team, where he leads on major infrastructure and defence projects, providing strategic advisory services to both public and private sector clients. A Fellow of the Institution of Civil Engineers, with an MBA and an Engineering Doctorate, Frederick brings over 15 years of post-graduate experience spanning academia, consultancy, and asset owner organisations. He is recognised nationally as one of fewer than ten accredited practitioners able to deliver the NISTA Project Routemap, and has played a pivotal role in the mobilisation, delivery, and recovery of complex projects across the UK and internationally.

A sought-after advisor, Frederick has worked with overseas governments on behalf of the UK government to enhance local project delivery capability, and regularly delivers training and masterclasses to industry professionals. He is an acknowledged leader in rail advisory, shaping and executing transformational strategies for clients such as Network Rail, Transport for London (TfL), and the West Yorkshire Combined Authority. Frederick has directed the delivery of high-profile commissions, including the Piccadilly Line Upgrade, Network Rail’s Midland Main Line Electrification, and the Silvertown Tunnel, as well as leading the development of the NISTA Project Routemap toolkit, now mandated in the UK’s National Infrastructure Strategy.

Frederick’s technical expertise is grounded in hands-on engineering roles on nationally significant projects such as HS2 and Crossrail. He has managed engineering design teams on deep metro stations, earthworks, and retaining wall design, and has delivered award-winning research into sustainable infrastructure solutions. His practical knowledge of major project delivery, combined with a proven ability to translate complex technical requirements into robust, evidence-based business cases, ensures that infrastructure programmes are set up for success from the outset.

His board-level experience includes serving as Chair (from October 2025) and previously Senior Vice Chair of the Institution of Civil Engineers (ICE) London Regional Committee, where he has championed professional development, resilience, and wellbeing initiatives. He is also a member of the Major Projects Association’s Studies and Knowledge Committee, contributing to research and best practice in project delivery, including research on the wellbeing of major project professionals.
